Yes it would, although it may not help too much with cycling (which you may want to begin researching). Here's a link to get started, although take this a little slowly - I don't want to just RUSH all this information into you. But I will say that learning about cycling is near-imperative! Until you get the tank, just do daily water changes (100%) and he will be fine up until then.

Okay.
Do you know how much water conditioner I should be using. I have top fin I think. Is it possible to over condition the water?

I'm sorry that wasn't phrased right. I understand the concept of cycling I'm just unsure of how. Will I need to buy a filter as well?

Yes, you need a filter for cycling. A lot of the beneficial bacteria wil live in the filter.

It will be terribly difficult to cycle without a filter (beneficial bacteria can live in the gravel as well - however you would need a LOT...of gravel...and I do mean a lot).

Yes, it is possible to overcondition water, however I'm not sure of the consequences. I've only been going on "since when has over-dosing been good?" I don't use that brand, so I'm very unsure. I use Seachem Prime - the smallest size uses drops, so it's much more manageable.

I had a bad experience with Top Fin - plus, I had to use a bottle every 2ish weeks. I'm seconding xxabc - I switched to Seachem Prime after my problem. It's loads easier. :)

Also, why does your mom hate Napoleon (gah, sorry, I'm bad with French names, even tho Armand is French; I'm an Anne Rice lover)? Mine adores her grandfish, because she knows it could be much worse, like a baby. A screamy, poopy baby that she'd be stuck with, because my exact reaction is "AW HELL NAW" when it comes to anyone under the age of 8.

Mention babies/friends with babies, then? That topic scares the bajeezus out of the parents of teens... Especially if they were teen parents themselves.

(I'm 19, and my mom was a teen mom, which is where I'm getting this POV)
