not this again!

Hey guys, if anyone remembers, I lost two fish since January, Rusty and Sunshine. I got a new betta, Gucci. It's made me really happy to see him make lots of bubble nests since the second day I had him!
Since I lost my first fish due to overfeeding, I am very careful about how I feed Gucci. He gets strictly two pellets a day, usually in the morning.
I got him three weeks ago and fed him regularly skipping one day in the week.
2-3 days ago Gucci started acting funny. I come back home and Gucci was on the gravel as if he was sleeping. I let him rock, maybe he had a late night like I did. However, this behavior didn't stop, and right now he barely budged from under the bridge when I turned his light on.
These are the tank parameters:
3gal
pH: 7-7.5
ammonia/ammonium: 0
nitrite: 0
nitrate: 0
The tank wasn't cycled when I put Gucci in, which was three weeks ago. Since that time I saw only a small raise in NH3 up to at most .25 ppm.
The only change I did recently was turn off the heater, which was heating the water to over 85 degrees. Should I put that back in?
I also notice a tiny bulge in his tummy. I will thaw a pea and give him a tiny piece to see if that helps. I don't know where you guys get that garlic juice good stuff because I haven't seen it anywhere around me.
Also, I've had this pack of Betta pellets since January and it's been opened everyday. It about 3/4 done because my brother also has a Betta. Could this have gotten stale?
I really don't know what's wrong with him and I don't want to lose another Betta =[ Help please. I'll post pics once I transfer them to my comp.

Obviously, as I posted this he started swimming like nothing ever bothered him. I guess I'll observe him some more and come back if it persists.

When ever my fish have a behavior change I make a 50% water change daily for a couple of days and stop feeding them and see if they perk up, often fresh dechlorinated water is all they need regardless of water pram numbers or last water change.
