External parasites?

my betta Venus who recently was saved from a bad injury looks like he now has some external parasites eating at the edge of his fins. It's especially bad on his dorsal fin and one of his ventral fins. Any advice? I know aquarium salt is a good remedy I've already been sure to add some salt and the water is at a temp. of 76 degrees. I wish it could be higher but I think the new heater I just got is defective. And I do half water changes at least once a week....
Does everything seem good or is there anything else I could do?

Can you see any spots on him or anything crawling around on him?

Nothing crawling around but there's little dark flecks on the edge of his fins and he darts and scratches a lot

Is there anything you can recognize from here ?

Just from hearing the dark flecks on the tail makes me think there are both external parasites AND fin rot. The "darting and/or scratching" is what is nudging me. Step up your water change schedule by a lot. Add aquarium salt for 10 days. Try not to use medication unless you feel you have to .

How much aquarium salt do I add? I've already put in about half a teaspoon but I don't measure precisely

API's aquarium salt reads one teaspoon per gallon.
