I would definitely try to fix the temperature and raise it up higher. It sounds like it's too cold. IMO, I wouldn't put it near a window - that causes very easy temperature fluctuations, whicih can easily cause stress and/or illness. If you cannot carefully heat that vase (you will need a thermometer) then I would recommend getting a larger home for him - one that you can easily heat with a standard aquarium heater.

I would also do more water changes, like Oldfishlady said.
