Get him a heater. Until you can rule out being kept at a very non-tropical temperature, no other diagnosis is even worth exploring.

What temperature is your tank at without a heater? when I had my betta he was always hiding and would rarely come out just like yours seems to be, it took about a week for him to settle in completely. It could also be that you don't have a heated tank some bettas are sensitive to the cold, why don't you try part boiling some water in a kettle and adding water conditioner before adding it to your tank then you can see whether its the heat that is making your betta this way =)
