White bubbles on eyes, what could it be?

I'm not sure it's pop eye, but then again, not sure what else it could be.
I've posted a previous post on the subject, but am reposting it since only one person responded.

The bubbles started appearing last Monday, so almost two weeks ago. I've been treating him with maracyn, since I'm not sure what it is, and it's what I have on hand. I cleaned his tank 50% last monday and the monday before that, he'll be due for a clean tomorrow as stated on the maracyn package, clean after treatment(after 5days), Today is also the 10th day I've been treating him with maracyn.

Does anyone have any idea what these white bubbles on his eyes could be, or what I could be doing different?

I think it is bacteria.

I would but it's hard to get pictures of him as it is, that and all I have is the cam on my phone.

Well, they seem to have gone away, must of just been an infection. Thanks anyways though!
