Breed Daphnia in hang on filter

If I have a 15 gallon (tall) planted aquarium, maybe with eco complete, with 1 male betta fish, could I put a small hang on filter with some sort of substrate and use it to breed daphnia? I think I read about this on another forum (although in that case it was salt water and they were breeding copepods). My thinking is that, after introducing them from a purchased culture, they would breed amongst the substrate, feeding on waste from the fish and plants, and occasionally get pulled down into the aquarium to give the betta a snack.

Would this work?

That could work. Really. The water agitation would be great for adding air cuz I think daphnia needs a lot of air. Im not sure about the current but you should just try it anyway. If you really need a tank to breed em I guess you can just get a small 2.5 or something. Or however many gallons you need
