Arrow Tetras

I want to add a few neon or other tetras in Lucky's tank. He's in a 2.5 and I think if I got 3 or 4 I would be fine. 5 or more: pushing it.
What do you think?

2.5 is too small for any tank mates

You need at least 10 gallons to add schooling fish like Tetras.

I have been wanting a brand new tank that's atleast 10 gallons so...
How much do 10 gallons cost usually?
I want to find something under $30, but I'm flexible. (:
Hopes are high: I saw a 20 gallon at Pet Supermarket for $40

I'm not really sure, I think the kits are around $50. You should check Craigslist and similar sites for a good deal.

I heard tetras could nip fins, or a betta could eat them.

Yeah, they can do that. But I also would like to have a larger tank for Lucky.

Okay, I got that you want a bigger tank.
You want tank mates? Do you want fish tank mates or could it be something else?
