Need help with diagnosis - eye issue

One of my buddys has the strangest thing going on with his eyes. Each eye has a white dot on the outside. I tried taking a picture but he's too much of a spaz to stay still long enough for a decent shot.

It looks as though a dot of white paint was placed on eye. They are not cloudy and the dot is not inside (not flukes).

He's alone in a 2.5 gal. cycled tank. Water changes done every week of at least 50%. Tested this morning and levels are perfect. Amm = 0, Nitrite = 0, Nitrate 10ish, PH 7.8 (always around this mark)

Meds that I have on hand are:

Maracyn I & II
Furan-2
Jungle Fungus Clear
Jungle Fungus Eliminator
Rid Ich +
Seachem Sulfathiazole

Anyone else ever experience this??

I've never experience this, I'm sorry. :( I have no idea what it could be if his eye isn't cloudy.
