Bettas are hardy fish but even so if its a new filter I would seed it with gunk from an old filter (you know the stuff thats browny sludge that accumulates in your existing filters) also I'd try using some decor from a tank thats already set up and running, gravel some stones or a bit of wood. That way your getting the good bacteria into the new tank which should help your new fish.

For the first few weeks make sure you do plenty of water changes with conditioned water, so the nitrates/nitrites dont go overboard.

Its prpbably better for the fish if you do all that AND wait a few days, also they really do a lot better with the heater in there first.

They can survive without a filter provided your doing regular water changes, its a small volume of water and as long as your not fully stocking it should be fine, as an added plus your going to keep real plants that will help matters too.

They do really need a heater tho, people keep them without heaters but it really doesnt do the fish any good, they get lethargic dont show thier best colours and it really shortens thier lifespan as well

You dont need a filter but it helps keep the water clean.
