What's the best treatment for Popeye?

So my newest foster Merlin does have popeye. I've had him for a few weeks and I thought he just had buggedy eyes but today I noticed one is definitely sticking out farther than the other and has a whitish "ring" around it from stretching I guess?

I'm about to go searching for how to fix it but while I'm doing that I figured I'd go ahead and post a thread too just in case I couldn't find anything.

Tank specs...

3 gallon bare bottom
plastic plants (checked and rechecked)
tetra 2-15 heater (barely working but its the best I have until Tuesday)
water last changed Thursday (100%)

Medications: none

So what is the best method to treat him? I can leave him in his tank or move him to a smaller <2 gallon tank or move him into a 5 gallon tank that I haven't set up yet (in case I need medications).

Try doing a 25% water change and keep the water temp at 75-80...thats the best i got =/

I'm doing a 100% water change and adding some epsom salt. His heater is not adjustable so I can't raise his temp. On tuesday, once I send out my other 2 rescues then I can change out his heater for an adjustable one.

Try Maracyn 1 and 2. They both treat popeye.

Thanks DQ. For now I'm going to try JFC.. some people have had success with it and since I already have some I figured I might as well try.

Here's a couple pictures of the poor guy. He's still eating fine and active so that's a good sign. I'll start on the JFC tomorrow and see how it goes.
