In my house I have 28,5 kelsious. The water is about 27-28 kelsious, having turned off the thermostat. What is the best temperature for my little betta and if so, how can I decrease the temperature? In a pet shop they told me to use frozen bottles of water, but I am not so sure...

Yeah,that's way around I would say. Due to expenditure of aqueous cooling is quite high,a bottle of frozen water does temporarily solved the overheating. I assume Betta would like temperature go between about 20-30 Celsius.
