Help with Victor!

I work up this morning and he has white spots on his mouth. He is also not eating as much as normal. He also did not make his daily bubble nest. I did a 100 percent water change right away. I put condicionier in the water. He is in a gallon tank and the water temp is at 78 degrees. Alice is in the same conditions and is doing great. What is this and what more can I do for him?

Can you post a pic?
also look up Flexibacter columnaris and see if it looks like that.
Is is small white dots like salt? look up ich
and look up mouth fungus if not ich or flexibacter

Do you have two fish in the one gallon tank? or two different fish receiving the same type of care....
How much and how often have you been changing the water?

For ich I follow the parasites life cycle, depending on how bad it is as some fish that are healthy with strong immune systems, all I do is make water changes, with Bettas I like to do the two container method. I use two small containers and move them every day to a new clean container and clean the container they were just removed from. I leave the next days container empty until I do the switch so that any parasites will die.
I do this method for at least 3 days past the last day I could see the ich on them.
If it is really bad I will add aquarium salt 1tsp/gal along with the two containers and daily water changes.
