What is wrong with this fish?

I can't figure it out, I brought this guy home about a week ago.
He was floating on his side occasionally and trying to swim in his cup.
I actually admired him a couple weeks ago (at least I think it was him-might have been a look a like)
Anyways he looked horrible and I thought it was SBD and maybe I could save him.
Anyways I fasted him for a couple days and fed him the tiniest bit of pea two days in a row, then we made the transition to soaked pellets and he couldn't keep them down.
In the mean time his SBD cleared up, his spine straightened and he swims around the tank but his fins are destroyed, not like fin rot but curled and mutilated.
Some how I realized he could eat hard (unsoaked pellets) and have been giving him 4 a day.
He is very responsive to me and wants the food but now his tummy looks really bloated.
I have never been him poop either.

I am just wondering if he has TB or something or what?
I have him in a 1.5 gallon and am doing water changes every other day with 1 tsp aquarium salt per gallon, and conditioner, he has a hydor heater (they suck I know) and his temp is usually at 78..
I just don't know what happened to him at the fish store, and if his fins will ever be usable again.

re: his fins. I've had bettas with fin damage that grew back like that. I can't say if yours will improve, but mine didn't. Thankfully it wasn't this extensive, poor little guy...

I'm pretty sure that the curling is natural, and nothing to worry about. I've read that the fins curl like that because of the betta being kept in a teeny tiny cup so the fins have to compensate. There are many posts about the fins curling, and usually the response is positive. :)

One of my bettas fins curl like that too..but when he flares it becomes straight again o_o

Hmm, other than his zombie fish like appearance he seems to be doing great, blew a big bubble nest yesterday and his eating his pellets enthusiastically, comes to the front of the tank and swims around when he sees me.
He just looks not right, poor poor guy.
I've named him "Mystery" cause I can't figure him out.

My last betta that I had lasted 1 week, I got him for free no wonder why. Let's get on topic. When I got him, he was in the smallest cup you could imagine and his fins were curled up like your betta's.

His fins actually aren't that bad. If he looks bloated don't feed him so much. He also may have parasites, try dipping his food in garlic.
