He has no white spots. Thanks for the help guys. I do use water conditioner but maybe I don't let it sit long enough in the water before I add it.

are you using the right dosage? usually it says on the bottle how long it should sit for but USUALLY it takes only 10-15minutes till the water is safe to use.

does your tank have a heater?

Yes it has a heater that is supposed to heat to 78 degrees, I think i might buy one that is adjustable though because it never gets that high.

id recommend getting a thermometer.. either a stick on outside one or a glass one with suction cup. you'll know then.

yes he looks pretty healthy. Get a heater and use aquarium salt.

I do have a thermometer and my heater clearly doesn't work right. I'll have to buy another heater.

^^^ that might be your problem. your fishy is cold.
get another (adjustable) heater, put up temp SLOWLY to bout 80 and he should bloom up for you
