what is this? help please

i went away on vacation a few days ago. i left my fish under the care of my fish-owning neighbor and gave him instructions. when i got home, the tank and artemis (my fish) were in bad condition... now he has white spots, but they aren't tiny like ich. what is this?

first off, im sorry to hear something went wrong!

can you post some pics of the fish? as little blurry as possible.
and how long the fish was left, water chnages, feeding etc. all conditions.

Ooh, is that a big sore on his side? And some fluff on his bottom lip? It's really hard to see.
