If he was in a neglected temporary holding cup at the store, he most likely has several things happening.
Ammonia being the big problem and you took care of that by placing him in clean dechloranted water.
Fin rot-daily 100% water changes with aquarium salt 1tsp/gal for 10 day can help in mild cases, however, in advanced stages you may want to use a broad spectrum antibiotic, I don't use them so I can't advise.
Possible parasite like velvet that can kill the fish if left untreated, I use natural method same as for the fin rot and I turn the lights off.

Be careful with over treatment in an already stressed fish especially with OTC medication.
Keep up with the daily water changes to improve his environment and strengthen his immune response.

I have not found Epsom salt to be effective on internal or external parasite in my experience. It can, however, have some affect in mild cases of secondary issues from parasite damage, but not the parasites themselves.

Be careful boiling or placing rocks in the over, some, not all, can explode and you can be injured. A good rinse in warm running water is usually enough.

Hopefully he will not, but that is hard to say, all you can do is the best you can with an already sick/injured fish, at least you are giving him a fair chance and that is all one can be expected to do.
So don't feel bad if he does, feel good that you gave him a chance.......

I'd keep him isolated in a small container, do daily water changes adding aquarium salt with each 100% change. Do that for ten days, also soak his food in garlic, it works as a natural antibiotic.
