as for the actual topic - 3 pellets 1x a day is fine.... yes in general it is recommended that a larger tank would be more suitable and a heater with a small DIY sponge filter of some type would be fine...

correct if you wan to do 3x a week water changes (providing you want the fish to be alive and happy not just surviving) however a sponge filter lets you get away with a partial water change 1x a week....

In a 10 gallon tank with a filter you only have to do 20% once a month.
