High pH stalling my cycle?

I posted a while back because after a month I was getting high ammonia readings and no nitrites or nitrates. I stopped using distilled water (switched to dechlorinated tap water) and I begun to get nitrites and about 2 weeks later low readings for nitrates.

I am now 6 weeks into my cycle and I'm still getting ammonia readings between .25 and .5ppm, my nitrites are between 2 and 5 ppm and my nitrates have never gone above 5ppm. When I was using distilled water my pH was 6.5 but ever since I started using tap water my pH has skyrocketed to 8.0! Could this be the cause for no progress in two weeks?

Extra info: I have a 5 gallon eclipse with one betta, I'm not over feeding him and I do 25% water changes every day. The pH of the tap water coming out of my faucet is 8.2. Ever since I discovered this (5 days ago) I've slowly been switching to spring water (with a pH of 6.8) when doing my partial water changes.
