If a clove went into the water, it wouldn't hurt, but when that's happen to me my guys haven't eaten it. They are culinary snobs and want the mixture of yummy fish-meal pellets and garlic :)

Peas clean out their system, so, yes, they are good for them but in small doses. I take my frozen peas and microwave them for 30 seconds and take the shells off and feed each guy about a half of a squished pea. I do this once a week to clean out their systems, or if I see one of my guys is becoming constipated for some reason.

To work for parasites-it has to be fed for 6 weeks 2-3 times a day at a rate of 2parts fresh crushed garlic to 1 part fish food
This help to purge the system, build immunity, stimulate appetite.
If your Betta has parasites I would not recommend garlic as the only treatment because it take so long to be effective

I only use fresh garlic by the way, not sure about the jarred stuff for fish, but I do know it will go bad after a while.....

Don't leave any garlic pieces in the tank either-it will rot and foul the water fast making things worse.....
