Question Gravel/Substrate

I am trying to set up my new five-gallon tank, and I'm having trouble finding a type of gravel that seems smooth enough not to tear my betta's fins. Petco has a "Pebble Beach Mix" that looks like it might be smooth enough, does anyone have any experience with this?
Otherwise, what are your suggestions for a betta-safe substrate? (preferably something on the inexpensive side, if possible!)

i use petco gravel and it's fine!

Sand? I got a 15kg bag of play sand for 5 and I still have loads left over for any furture tanks or top ups :)

I use gravel that you can buy at any pet store or walmart (I think it's topfin) and it's just fine. I got brown and it's mostly smooth stone anyway. gravel isn't really sharp enough to do anything to pantyhose or bettas IMO/E.

Now those bright multi-color jewels made of plastic/glass that they sell at petstores and walmart on the other hand, THOSE are sharp enough to do something. I had some in the bottom of my vase hospital tank so that genie wouldn't go near the bottom and get stock. (it's weird shaped. I got scared. =[)

Petco gravel has a smoother surface than the Petsmart gravel, IMO.
I wanted very smooth at first and went with river rock but they were too big and my betta got stuck under them.
You could also check craft stores for smaller rocks, my local craft store has a good selection.
