Velvet??--pics included

I dont know what is going on with my betta but he had bloating yesterday and today the area where he bloated is white, and there is this greenish fuzzy stuff on his face. I have no idea what this is or how to treat it and im afraid i might have to put him down. HELP!

How big is the tank, how much and how often on the water changes, filtration, live plants, additives used, how much and how often on feeding, water temp.
How long have you had him and how long in this set-up any treatments or medication tried/used.

He could just be pale--usually when you encounter velvet, it is scattered all over the body and not just in one location. It appears as yellow grains, mostly in between the scales.

It's rather normal for the bloated area to be paler in color as well--as the scales stretch the gap between the pigments increases, causing the area to appear lighter, also consider that given the stressed condition of the fish, he's probably just pale in general. We should be able to tell you more once you answer OFL's questions--but my first impression is not velvet.

He died last night, and i dont know why. i quarantined him and tried to get him calm but he was acting crazy, trying to jump out of the bowl, swimming erratically, so i left him alone overnight to calm down but I found him dead this morning :..(

I'm sorry for your loss. By the way you describe his behavior it sounded like there was something in the water. You may want to get it tested.
