Ok if heater sits like this?

Ok so my tank is a tad too small for the heater is it ok if it sits like this? It's not touching the sides or the ground

And will he jump out of the tank without a top on?

It may break due to the fact that its not fully submerged and he could jump out although I have only seen this with females, none of my males have tried it thankfully

Why would it break from not being fully submerged?

When a heater isn't fully submerged in the water, it will over heat and either crack or explode.

The heater likely has a water line marked up near the plastic part at the top. You must submerge it up to this point or it will malfunction and break--possibly catastrophically.
