Has you bank account been confirmed or is it still pending confirmation? If it is still pending, you can link a card to your paypal account, this is an easier route because it doesn't require fiddling with records.
It also could be that the account was compromised and froze up. Try deleting the bank account on paypal and re-entering it.

I had a problem with PayPal not going through awhile back. I paid someone for a fish and she didn't get the money. It turned out I couldn't get the fish because he got sick. I got my money refunded.
