My Sokka's acting weird and I dunno what to do!

Hi, I'm new to this forum. And I need a bit of advice... I bought a lovely blue half-moon betta from PetCo. about a month ago, he was doing well until recently. He was flashing and it looked like he was scratching up against things so i started to get worried. I noticed that he actually looked like he had a bit of red on him while checking him out, so I assumed he was getting or had velvet. So th emoment i had a chance i went to the petstore, got bettafix, a heater and a new plant for him (the old one snagged his fins) to help him out with it and to keep his fins from tearing anymore. He's been on it for a couple days now, but he's still scratching himself it seems. He eats very well, i'd been feeding him flakes at first. Then i got him dried bloodworms as a treat, then when i got his bettafix i got him the bettaGold Hikari pellets and he took to them really well.

But i just dunno what to do :< I don't wanna lose him. He's been rubbing against the heater too...

I think he has Velvet or Ich.

What temperature is your tank? - it was pretty low before, but now its a nice 82 degrees.

Does your tank have a filter? - no
Does your tank have an air stone or other type of aeration? - no
What tank mates does your betta fish live with? - None

How often do you feed your betta fish? - once or twice a day.

Maintenance
How often do you perform a water change? - once a week with water I treated and let sit overnight.

What percentage of the water do you change when you perform a water change? - about... 50% to 75% change each week.

What type of additives do you add to the water when you perform a water change? - Splendid Betta complete water conditioner

Have you tested your water? If so, what are the following parameters? - No i havent tested it... i thought so long as i regularly changed the water the PH and amonia would stay relatively neutral

UPDATE: He's actually calmed down suddenly. He started flaring at the sides of the tank for no reason, so I put blank paper in front of it in case he was seeing his reflection or something. He hasnt scratched yet since, and that was a couple hours ago. And I think he even started a new bubblenest, huh...
