Cycling and plants

So I have read the Beginners Guide to Cycling like 10 times now and I still have a question.

I have a 5 gallon tank. I plan on getting live plants soon for it, right now it just has water. I plan on getting dwarf baby tears and a few nanas of some sort. Do I still need to cycle before fish? (If I did, I would use the pure ammonia cycle) Do I cycle before planting? Or after?

Also:
What kind of substrate do I use? I want to use sand but is there anything I need to get for the plants so they get all the nutrients they need?

You can add in the plants at the very beginning but you still need to cycle before you add fish. However, the plants will help boost the cycle.

OK. Any plant suggestions? I want easy, low light no CO2 required... lol. And frankly no pet store around here is worth talking to about anything :P

Java fern, Java moss, Anubias, Apongetons (sometimes sold as "Betta bulbs"), Wisteria... Um thats all I can think of lol. They will still need some kind of lighting though.
