Here's a run through of what you'll need to change the water in your fish tank:

Water Conditioner (such as Tetra's Aqua Safe, or Jungle's Start Right)
A bucket
A siphon or gravel vacuum
A container of some kind (for the new water)

Before I go any farther can I ask you how many gallons is blue living in and is the tank cycled or not?

remember, once a week, you have to do a 100% water change to clean off those slimy substance at the bottom of the tank. Scoop your betta up, place him aside, clear off the water in the tank and scrub the tank hard. then replace it with conditioned water. simple!
