new guy, pectoral bumps

Alright here's a pic of the new fish I took from walmart. He's a looks smaller than Neptune I guess he's a bit younger? He has these bumps right at the base of his pectoral fins what could it be? This is the best pic I could get at the moment. He has no problems swimming however he won't eat pellets gave him pre-soaked ones and he would just spit it back out then I gave him one that was semi hard just to see if he would take it and it was like he couldn't chew it and spit it out. He'd eat a blood worm without hesitation though.

i thought it was normal at first because the lumps appears on both sides of his body but that one seems larger also i noticed it looks like part of his body near his tail looks as though its sticking out a bit i cant get clear pics of what im talking about
