White Substance. Algae? Or Fungus?

I can't get a picture of the stuff in my aquarium do to a crappy camera, but I can find one on google that looks similar. It's been growing on a little bit of my plants and all over the log I have in their and all over my buddha head, with a little bit on the heater. Nothing is on the plastic plant that I can see. It seems the shrimp nibble on it at times also.
Also on a side note, there is a film on the top of the water too, any thoughts on what that may be? Lots of bubbles too all over the top (probably from LIttle Guy)

It's kinda like this, but not so widespread or as thick. It's all attached either to buddha head or the log.

I'm trying to determine a course of action regarding it.
