When doing a partial water change.

When doing a partial water change... say 20%-30% do i just refill the tank with tap water? or does it need treating? Will the fish be ok with the drop in tempterature?

When making water changes it is best to try and get the replacement water as close to the tank water as possible, also-ALL new water added to the tank must have dechlorinater added if on city water supply-use the total volume of the tank even with partial water changes-rarely can too much be used except with the products that contain thing like aloe, skin/scale conditioner etc....those things are not needed and in too high of amount can cause breathing problems as they coat the gill/gill plates...

I'm still new myself, but use the proper amount of dechlorinator for the water you are adding and let the water adjust to room temperature before adding it to the aquarium.

You still need to treat your water. As for the temp, you have to make sure the new temp is the same as the old one. What I do is fill a 5 gal bucket 75% full of water and then adjust the temperature by adding cups of hot water. (testing it with a thermometer of course)

I've done so many water changes in the past week and a half that I can actually tell the temperature by touch now.. I have two one-gallon jugs that I fill from the tub and carry back into my room.. I check both to make sure they're close to the tank water and then slowly add them back in.
