I would do some daily water changes on your 20g and get the water cleaned up and its better to use the correct amount of salt if you are going to use it for treatment to avoid any resistant issue-I would also slowly start to lower the water temp to the 76-78F range if you haven't already done that.

Poor water quality+high temp=stress, poor immune response, system shut down and risk of flexobacterium

If you have something smaller for your sick betta to go in-I would do that, a half to 1g and start making 100% water changes and get some Epsom salt 1tsp/gal in the water for his symptoms
