HELP!! Ember is VERY bloated!

I'M VERY SCARED RIGHT NOW! Ember is very bloated and i currently have her in a 1 gal. hospital tank with epsom salt. She is the third female from my 17 gallon to get bloat/dropsy in the past (about but i'm not sure) five months! The guy at the fish store said to treat the whole tank with maracin which i don't have the opporunity to get right now!!! And now rukia is clamping her fins!!!! please help!!! By the way she is not pineconing she is just very bloated. (way fatter than usual)

(sorry im freaking out but im really scared for my fishes' lives!

Info on the 17 gallon:

I do a 25%-30% water change once every other week
I feed a mixture of pellets and flakes most days and fast 1 or 2 days out of the week
There are 5 small guppies, 1 dwarf pineapple platy, 1 rainbow tetra and 3 female bettas including ember in the tank
It has a gravel substrate
It is heated to about 77 degrees and the temperature is pretty stable
It is filtered
It has an air pump
I siphon very rarely (my last siphon was about a year ago should i think i should siphon a lot more but i'm not sure)

It is a water quality issue and stress-you are heavy stocked, poorly stocked and not making enough water changes or cleaning the substrate enough.....

At this point making too big of a water change could kill all the fish due to sudden nitrate/pH changes from a neglected tank,
I would start with small 10% daily for 3 day, then 20% daily for 3 day, then 40% daily for 3 day-then 50% daily for two days and then 50% with vacuum weekly thereafter.
Vacuum the substrate 1/4 of the tank with one of the 10%-20%-40%

You can make this process easier if you could do some water pram test and post the numbers for us-ammonia, nitrite, nitrate, pH...if you can't.....do small percent water changes to lower these level slowly so not to shock the fish

Give you filter media a swish/rinse in old tank water with the 10% and 50% water changes and then 1-2 times a month

Good luck...but be aware sometime the fish may get sick due to their lowered immune response from the high nitrate in neglected tanks....
