Oily tank??

My two betta's and I recently relocated to a different city, I'm not sure if it is the water conditions but a thin cloudy film has begun to accumulate on the top of their tanks. I have had them for almost a year and this is a new problem for me.I noticed something was wrong after my black and gold crowntail has started to become much paler. It's really scaring me and I am hoping someone can help. Their tanks do not have a filtration system but they maintain a constant temp of 72 degrees. This problem began within the last month.


-- also, my veil tail who has NEVER had problems with constipation before has recently started developing issues with it. I'm finding this incredibly strange, could it be related??

How much and how often are the water changes and when was the last one, additive used, live plants, what size are the tanks?

Your temp is too low-bump it up to at least 76-80F
