just wondering

Is it safe to heat a 1 gallon with a 25watt heater?

As long as the temp stays between 78-82

I don't know. If you try it you might want to monitor the temperature to make sure it doesn't get too hot.

I Honestly doubt it. It is commonly posted here that heaters are meant to be used with at least a 2 gallon tank at minimum. The general rule is 5 watts per gallon. You have 5x more than that.
