Unhappy new betta not moving!

I just got my new betta, Skittles. He was very active at petco. But as soon as he got in his new 3 gallon tank he just floats at the bottom or at the top. The water temp is 82 degrees, I turned the filter of because it was to strong. And the ph is 7.6. I have no idea what could be wrong. I also noticed that threre was a small rip on his tail acouple hours after he had been in his new home. It couldnt be anything sharp becuase all I hae is a silk plant and a homemade rock brige. Please help!!!

He is probably just in shock, give him some time to adjust to his home. Did you treat the water?

I keep my betta and neons at 79-81. Dont worry about it being 82, the maximum for bettas is 84, so just keep the temp steady :) I'm sure your betta will adjust soon ^^
