algae

My betta tank has this algae that is light green and looks like long hair. Is this hair algae or pond scum.

Is this due to the weak water flow going back into the tank from the filter?

It's a 5 gallon tank. no pic, sorry. It looks like a moss. I could try to get one but it may take a while
