Unhappy Jazz is in trouble, what do I do?

So Jazz, my purple crowntail, is sick.

He won't eat, won't swim and rarely even breathes.
He looks normal, except his fins are extremely short and jagged, and he floats.
He floats on his side slightly, not swimming down unless he must.
I have no money right now, so I don't know how to treat this.

It would've been a year for Jazz and Friday next Sunday, but I don't think Jazz will make it.

I was told by my boyfriend to let him pass and get another on my birthday, (next Sunday, which would be one year), but I don't know what I'll do.

Any diagnosis and/or treatment ideas?

I cannot offer much advice, I will leave that to the others, hehe.. But I do want to say not to give up complete hope! No matter what, remember that you gave him such a happy life and be 'by his side' if things do not improve.

Mmm, thanks Penny. I know if he goes, then theres oppourtunity for a rescue, at least. I can find a cute little walmart betta (even though I don't want to give them more money) or a really pretty one from my Petco (my Petco has an awesome selection of bettas that are all healthy and pretty).

Oh, I'm so sorry!
Here:
He's in a 3-way divided ten gallon.
about 78 degrees, filtered, one air stone on really low air, heated, theres two other boys in the tank in separate sections.

I feed them twice a day, two to three pellets.

I would usually change the water ten percent every week or so, but I got behind on a class trip upstate so i did a full change last weekend. I add basic water cleaner each time.

Water params are weird... the test strip chart got wet but the reading are all within normal. I cant read the exact numbers, but theyre in the regualr zones for everything, except the water is pretty hard.

Jazz paled over the last week, his fins shortening and getting ragged. Hes really slow and still. I noticed these symptoms last week, and worse after his salt bath. He's about a year and a half. I've only given him one salt bath so far.

He doesnt need four pellets a day, two is sufficient at 12 hours intervals. I cant really tell whats wrong, but if your other fish are okay then maybe hes constipated or has swim bladder disease. Try fasting him for a day or feeding him a blanched pea (had success with resolving constipation) while others use brine shrimp. Im not sure how to deal with swim bladder disease, ive never had to deal with it.

Someone else should be able to help you more, so sit tight for awhile and see if anyone does, if not go and ask around if you think its needed.
