Unhappy Split Fin/Possible Fin Rot - No Aq Salt?

I left for a few days on a school trip and left my betta in the care of my brother. I came back and found that his tail (he's a VT) was split down the middle with shredded/pinhole evidence of fin rot.
I'm extremely, extremely busy over these next few weeks due to college applications. I've been keeping up with water changes, but I won't be able to make a run to the pet store, which is 30 minutes away from where I live. Is it possible for my betta to heal even without salt?

Yeah, as long as you keep up with plenty of water changes, he should heal up soon. Clean water is the key to helping with fin rot.
