Torn Fins

Recently, one of my bettas started showing signs of torn fins. The fins used to be long and flowing, but now the fins are stiffish and torn. They've gotten a lot shorter and they don't sway anymore when he swims like the fins usually do, they stay erect. Here's a picture so you can see whats wrong

Are they almost clamped to his sides????

Thanks, the fins are not clamped to the sides. He acts normally.
