How to reduce Nitrate levels in 55 gallon tank?

I have a 9 month old 55 gallon freshwater community tank.
I recently did a 25% water change on Saturday
Added easy balance plus (supposed to reduce nitrate levels)
Added water conditioner
Added Stress zyme
Tested the water
Nitrite is at a safe level
Ammonia is safe
PH is safe
The water is hard (trying to fix that
Chlorine no traces
Alkalinity safe
The water is kept at 78 degrees
I have a under gravel filter with ammonia cartridges
I have a hang on filter made for a 60 gallon tank

What can I do to keep the nitrate levels low?

I have
1 large Golden KilliFish
4 Large Buenos Aires Tetras
2 small Kissing Fish
2 Angel fish
3 small Giant Dainos
5 Cory Cats

The Nitrate is at 44ppm
I just changed all the filter cartridges on Saturday with the water change.
I do have 4 live plants in the tank. I cut the dead leafs off as soon as possible.
When I clean the tank I also syphon the gravel.
