okay so If I did divided it into three could I use a filter or would it not work since the dividers would block the current? also what would be a good water change? I'm also thinking of making a small hole in the divider and stick a bubble wand in there so they have some bubbles all three sections...

Well, the dividers are supposed to have holes to help waterflow so it should be fine with a filter. Look into plastic canvas dividers.

1 filter should be fine for a tank divided into 3. Buy or make dividers with holes in them so it allows the current to pass through, I use the Tetra PF10 filter, and it works pretty good. Might need a baffle though.

I'll tell you how mine is set up. I've got an airpump in the right section to get airflow in there. I've got the filter sitting in the middle of the left and center sections with a plastic bottle baffle over the output so the flow isn't so harsh (it could harm the bettas) and it also splits the flow in two. I've got the baffle sitting right over the divider so the water flows into both sections. All three sections that way get airflow. Even though the dividers have holes (I use the craft canvas) it blocks some of the surface flow so I've found this works good for me.

Also I plan on doing a 50 percent water change once a week.
