White foam inside heater?

I really don't know what this is, or if its normal. But on my 10 gallon heater theres this white bubbly foam on the bottom that seems really peculiar. I'll take a pic if anyone would like to see it, but I was just wondering if anyone knew what this might be? Its inside the heater and looks like the type of foam you would see in like shaving cream o.o
