small nodes in between each ray

My betta, Tweak, has some nodes appearing between each ray of his tail fin. They aren't discolored, they're just a bump in the fin near the edges. His fins aren't deteriorating anymore from either tail biting or fin rot, but they aren't growing back yet either. Could the bumps be from fin regrowth?

I tried to capture the bumps on my camera, but since it's a minor texture anomoly, I'm having trouble getting it. Also, the only reason I'm worried is because the pattern of these nodes is quite regular vertically down the end of his tail fin.

That sounds weird.....I've never heart of that.
Maybe it's just a imperfection growing through.
