I think Mandala has fin rot! Need help!

Please feel free to give me your opinions on what is wrong with his fins and on how to treat it. I have never had a betta with fin rot before and it is getting worse and worse by the minute, he has less than half of the tail he had yesterday...here are some pictures of his fin (it was hard to take a pic as he will not stop moving). Thanks for all the help everyone.

I was wondering if it was tail biting. Because he looked perfectly fine until I put Melvin's tank next to his and he spent all his time flaring and trying to fight him, I put a blocker there now so he cannot see Melvin at all. But that is when his tail started looking like that. Though blocking Melvin's tank has not stopped Mandala's tail from getting worse.
