Exclamation Dropsy. :( Help please?

Housing
What size is your tank?
5 gallon Planted
What temperature is your tank? 78*F
Does your tank have a filter? yes
Does your tank have an air stone or other type of aeration?
Is your tank heated?
yes
What tank mates does your betta fish live with? None

Food

What type of food do you feed your betta fish?
A mixture of Omega One, Attisons, and NLS Pellets. Frozen blood worms rarely as treats.
How often do you feed your betta fish? 1-2 times a day 2-3 pellets, fasting once a week

Maintenance

How often do you perform a water change?
Weekly
What percentage of the water do you change when you perform a water change? 30-40%
What type of additives do you add to the water when you perform a water change?
Prime water conditioner

Water Parameters:

Have you tested your water? If so, what are the following parameters?
I can do this later tonight when I get home, but it's always really good.

Symptoms and Treatment

How has your betta fish's appearance changed?
Pineconing, if thats a word. :( His scales are raised all around his belly. He's a tail biter, or I think he his anyways, extraordinaire. Stress stripe clear as day.
How has your betta fish's behavior changed? Always tail bites, but he's still crazy and swimming around all neurotically as usually.
When did you start noticing the symptoms? 1 hour ago. He was fine this morning.
Have you started treating your fish? If so, how? Moved to a 2.5 gallon hospital tank. Will slowly raise the heat to 80* Added 2.5 tsp of Epsom salt. Does have a heater in it and some of his plants and a cave so he's not too stressed.
Does your fish have any history of being ill? He was pretty dumpy looking when I bought him at petco. Nothing that clean water and heat took care of though.
How old is your fish (approximately)? Bought at Petco, full grown in July. So close to a year is my guess.

Have you seen him poop? Sometimes, the swelling caused by constipation problems can be so severe, that it causes the scales on the belly to raise. Is the pineconing on the whole body or only in that area? Could you post a picture of the fish from above and from the side?

It sounds like you are doing everything right and that is the treatment I would recommend for the symptoms...maybe add some tannin is all I could add or even going up to 3tsp/gal on the Epsom salt.....if his system is shutting down not a lot you can do sadly except make them comfy.......good luck...........

And now the end of his tail has white cottony growth. :( It looked like fin rot 3 hours ago and now I got this growth on it. It looks a lot like Water Mold.
I have not seen him defecate, but I have gravel and it's hard to tell. I guess I shall see if he does in the Hospital Tank as it's bare bottom.

I'll try to get pics up asap, but it all depends on how the battery feels today. >.> It doesn't hold its charge for very long anymore.

Should I fast him or feed him?

Fast for 3 days and then offer high protein food-live best or frozen next...

I would go with an increase in salt with the new symptom

I will grab some more epsom salt from work tomorrow am and a 100% water change. I used up the last bit earlier. :(
