Unhappy Heres my new Betta... HELP!!!

Victim of suffering in horrible water conditions is my new rescued Betta. I suspect he has finrot and maybe even velvet! In the pics below you can kind of see the gold (There are water stains on his tank so the pics are horrible ) sorry they're so terrible. When ever I do his next water change I'll take better pics of him in his temporary holding bowl.

Heres his old conditions when he was with my sister:

Housing
What size is your tank? 1.5 gallons
What temperature is your tank? 80-86 degrees
Does your tank have a filter? no
Does your tank have an air stone or other type of aeration? no
Is your tank heated? no
What tank mates does your betta fish live with? none

Food
What type of food do you feed your betta fish? biogold pellets
How often do you feed your betta fish? twice a day, a total of 7-8 pellets

Maintenance

How often do you perform a water change? once or twice a month
What percentage of the water do you change when you perform a water change? 100%
What type of additives do you add to the water when you perform a water change?
aquasafe
Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH: 7.6
Hardness:
Alkalinity:


Here's what I'm doing currently:

Housing

What percentage of the water do you change when you perform a water change? 100%
What type of additives do you add to the water when you perform a water change? aquasafe (and maybe aquarium salt)

Symptoms and Treatment
How has your betta fish's appearance changed? spikey fins, golden hues (MIGHT be natural) rips in fins
How has your betta fish's behavior changed? not at all
When did you start noticing the symptoms? months ago when he was still with my sister
Have you started treating your fish? If so, how? yes, cleaned the water
Does your fish have any history of being ill? no
How old is your fish (approximately)? under 1 year

Judging by the pictures alone it seems like the golden sheen is his natural colour. Have you tried using a flashlight to see if he has gold "dust" on his fins and body? Has he exhibited any rubbing or flashing? Is he lethargic and stress striped? If he has these symptoms than I would treat him for velvet.

As for his fins, good warm clean water, with a capful of black water extract always does the trick.

Thanks! The camera has a flash so that's how you can see the gold sheen. I'm now 99% sure that's his natural coloring.
He is VERY active and doesn't rub against his gravel or anything.

EDIT: I keep on getting very worried because when I shine the flashlight at him his face has little red and blue "sparkles" What
are these?

If it's sparkles, it's probably his coloring, my betta sparkles different shades of blue and a little red under a flashlight or in some pictures too! :)

I don't think he has velvet either.
That's just his pigmentation (same with the sparkling).
My boy Caesar has the same sheen of colour.

Velvet wouldn't be red and blue. More like a rusty gold.
Plus, like you said, he's not rubbing or swimming crazy like.
I don't think he has it.
