Talk to him, play with him and move his old tank someplace out of sight.

They will often not like a new place until they're sure its for them, then they'll take a while to explore it.

You can try putting a mirror up down at the left end to see if he wants to Rawr at himself, its good exercise but don't let them do it for long. They can pop their gill cover scales if they get too revved up.

Some bettas are a bit slow to adjust to change, he's probably just getting used yo everything.
