Am I just being paranoid? (Popeye?)

From what I can tell, that white is popeye.

I was treating him with Maracyn Two but it wasn't helping, so I switched to Epsom salt yesterday (He's in a new tank now anyways).

I have him on 1.5 tsp/gallon and he's become more active, but I feel like the "popeye" hasn't gotten any better.

It's almost cottony, but I'm not sure. Does it look like it is DEFINITELY popeye or could it be something else? The location suggests popeye, but I don't know about the texture.

Am I just being paranoid, or is it something worse than popeye?

Also, he has little gray patches on his head. Are those from his scales rubbing off, or is it discoloration?

Housing
What size is your tank? 10 gallons, but because of the daily 100% changes, it's only holding 5 gallons right now
What temperature is your tank? Approximately 76 degrees Fahrenheit
Does your tank have a filter? Yes, but it is not on because he is ill and there is not enough water in the tank.
Does your tank have an air stone or other type of aeration? No, except for a gap around his filter and the opening for me to feed him.
Is your tank heated? Yes.
What tank mates does your betta fish live with? None.

Food
What type of food do you feed your betta fish? Pellets, Bloodworms, Flakes (I vary his diet, he never gets all of it at once)
How often do you feed your betta fish? Two pellets twice a day

Maintenance

How often do you perform a water change? Every day, because he's ill, otherwise once weekly.
What percentage of the water do you change when you perform a water change? 100% because of illness, but under normal circumstances, 50%
What type of additives do you add to the water when you perform a water change? Aquasafe.

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia: N/A
Nitrite: N/A
Nitrate: N/A
pH: N/A
Hardness: N/A
Alkalinity: N/A

Symptoms and Treatment
How has your betta fish's appearance changed? For a little over a week, I've been noticing his color has started to leave his head, he has little pinprick holes in his fins, and he's got white stuff right above his eye.
How has your betta fish's behavior changed? He became more lethargic and not wanting to eat, but he's better now.
When did you start noticing the symptoms? Last weekend (December 12)
Have you started treating your fish? If so, how? Yes, on Sunday, with Maracyn Two. It didn't work, so I am now treating him with 1.5 tsp Epsom salt/gallon
Does your fish have any history of being ill? Not that I am aware of.
How old is your fish (approximately)? A few months (most likely 4-6)

I know this is my second thread, but I really am worried about him and I want him to be okay.

I am honestly terrified that it is something else, you have no idea how worried I am.

PLEASE tell me if you think it's just Popeye!

He's not so skinny anymore, but I'm so worried about him!

Knowing that it's just Popeye makes me feel better, actually.

I read all this stuff about Dropsy and I'm like "OMG WHAT IF HE HAS IT" even though he is not visibly pineconing or anything and if he had it he'd probably be dead by now.

I'm treating him with Epsom salts right now... If they don't work I'll give him a week or so in regular water and then try aquarium salts.
