Possible emergency: pH level was through the roof

Hi guys, I need some help with my poor Marco. My wife found him this morning floating on his side having issues in his tank. A few weeks ago we noticed the pH level was kind of high. We have two of those meters that stick in the tank to read the ammonia and pH. Not fully trusting it, I took a water sample to the local store and had them use a strip on it and they said it was not terribly high.

We have been using the same tap water since we got him over a year ago. We have a whole house filtration system so it is rather soft water. We never had the pH issues though like now. We moved him to the smaller container we first got him in until I can figure out how to proceed. We have gravel, a small live plant, a couple of decorations, tank filter and small under-gravel heater. The tank is a small 2G tetra using the Whisper filtration provided.

Is there anything you can recommend that I do to try and first and most important nurse him back to health and second get the water to a point where I can transfer him back. I know figuring out the cause is going to be a time consuming process. I just want to get him back to his perky little self.

What size is your tank? 2G
What temperature is your tank? 78-80
Does your tank have a filter? Yes
Does your tank have an air stone or other type of aeration? No
Is your tank heated? Yes
What tank mates does your betta fish live with? none

Food
What type of food do you feed your betta fish? pellets & blood worms
How often do you feed your betta fish? daily 2x

Maintenance
How often do you perform a water change? bi-weekly
What percentage of the water do you change when you perform a water change? 25%
What type of additives do you add to the water when you perform a water change? water treatment / conditioner

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia: fine
Nitrite: fine
Nitrate: fine
pH: really high
Hardness: fine
Alkalinity: really high

Symptoms and Treatment
How has your betta fish's appearance changed? n/a
How has your betta fish's behavior changed? last couple of days
When did you start noticing the symptoms? as above
Have you started treating your fish? If so, how? removed him from tank
Does your fish have any history of being ill? no
How old is your fish (approximately)? 1 yr'ish
