40 dollars isn't much, but if you're frugal you can totally manage with that. I wish I had a brand name (I don't remember *lol*) but I got my ten gallon tank at petsmart for 25 dollars. It came equipped with a hood, lights, and filter...a great deal. I also got a heater for 20 dollars, and I was pretty much set! (But then there's decor to think about...)
I find petsmart much cheaper than petco if you know of one
I'd get something bigger... If you have 45$, you can easily get a 10 gallon for half that rather than a 1 or 2 gallon.
Where though? I'm checking Petsmart online and almost all the tanks 8 gals and above are way over my budget

The fist heater, which is small and perfect for the 2.5 gallon tank, doesn't have adjustable temperature, but has the power cord inside the water and buried under the gravel, which I fear with malfunction could create an electrical surge and make a bowl of Betta Fish Stew.
The second heater I linked has an adjustable temperature, but is 50w which if I had to guess, is too much power for the small 2.5 gallon tank I am looking toward getting. But it's submersible and clings to the tank and has the power cord outside.

Did you already get a aquarium? Because I was going to suggest a Critter Keeper...usually much cheaper than tank kits. Walmart sells Tetra pre-set heaters for about $11 which will work well in a smaller tank like 2 gallons.
For decorations, just go to Michael's or the DollarStore and pick out silk plants-they're MUCH cheaper than petstore silk plants. Just make sure they aren't perfumed, glittery, or have any pieces of metal and things like that.
For a cave, a terra gotta pot from Walmart works and is under a dollar. Or you can use a mug that's been rinsed very well.
